On October 4 2018, the APRC’s Salome Gelashvili and Pati Mamardashvili gave a presentation during an inception workshop, “Regulatory Impact Assessment (RIA) of the Draft Law on Windbreaks”. This RIA was commissioned to the APRC team by REC Caucasus, and implemented with financial support from the IFAD in the framework of the AMMAR project.
The presentation was attended by representatives of Parliament, the Ministry of Environment Protection and Agriculture of Georgia, the private sector, and different international donors.
The objective of the workshop was to present RIA concepts and methodology developed by the ISET Policy Institute research team. The key part of the presentation was a detailed description of the 8-step methodology employed in RIA, as well as potential cost and benefit categories associated with the draft law. The ISET team has also presented an influence-interest matrix of stakeholders, a timeline for stakeholder consultations, a division of responsibilities among stakeholders, and a work plan containing the main deliverables and respective deadlines.
ISET’s presentation was followed by a GIZ presentation on the RIA+ approach, which considers the Sustainable Development Goals Agenda 2030 in its methodology.
