ISET Policy Institute (ISET-PI) was established in May 2011 to complement the educational mission of the International School of Economics at Tbilisi State University (ISET). ISET delivers undergraduate and graduate economics education, and is recognized by the World Bank as one of five "centers of excellence" in economics education and research in Eastern Europe and the Former Soviet Union. ISET-PI provides independent policy research and training, and reaches out to the broader academic, policy and business communities in the South Caucasus. In this way, ISET-PI strives to serve the growing needs of the private sector, civil society organizations, and the governments of Georgia, Armenia and Azerbaijan.
ISET-PI has five research centers specializing in the following subjects: Agricultural Policy, Macroeconomic Policy, Energy & Environment, Private Sector Development, and Education & Social Policy. Each center maintains a portfolio of regular indices and analytical publications, and implements externally financed projects.
General:
ED is responsible for the day-to-day management and representation of ISET-PI. S/he reports to ISET President.
Responsibilities:
● Manage the day-to-day activities of PI and oversee the implementation of internal PI rules and regulations;
● Coordinate and promote the development of PI activities and of PI profile among donors, potential clients and partners, putting them in touch with relevant Center Heads;
● Develop a network of external experts and institutional partners to be engaged in PI’s policy research and training activities, both locally and internationally;
● Coordinate the process of annual strategic planning and setting/adjustment of performance targets for each ISET-PI center;
● Oversee, and report on, the implementation of PI budget and performance targets;
● Represent PI in discussions with advisory and supervisory bodies;
● Chair the management committee of PI, ensure the committee’s decisions are implemented, and serve as arbiter in case of internal disagreements.
Required qualifications and skills
● MA in Economics, Public Policy, or Business Administration;
● Extended set of contacts within the Georgian government, international and donor organizations;
● Experience in fundraising for policy and/or academic research and training;
● At least 3 years of experience in an analogous position;
● Excellent communication, organizational, interpersonal, and team-building skills;
● Advanced presentation, writing and reporting skills in English. Knowledge of Georgian, Russian, or another language spoken in the South Caucasus is an advantage;
● Analytical and strategic thinking.
